Looking Back at the KRITIS-Dialog: Working Together for a Resilient Region

With the closing event on 3 July 2025 at Kloster Schweinheim in Euskirchen, the KRITIS-Dialog project officially came to an end.

Over the past three years, the KRITIS-Dialog project (led by the District of Euskirchen in cooperation with RER and with conceptual support from Rebel Deutschland) has brought together numerous regional and local stakeholders from across critical infrastructure (CI) sectors.  

The project went beyond a narrow focus on physical infrastructure, placing equal emphasis on organisational and social dimensions of resilience – and, most importantly, on dialogue. From the very beginning, collaboration was central. Regional perspectives, practical experiences, and concrete needs were integrated through workshops, interviews, and expert discussions. 

The work was grounded in a comprehensive risk and criticality analysis of local CI systems in the energy, IT & telecommunications, transport, and emergency services sectors. Conducted by RER together with relevant authorities from administration, utilities, and security, this analysis laid the foundation for identifying key fields of action. 

The outcome of this collaborative process is a shared vision for a resilient region, accompanied by six guiding objectives that set priorities across essential services, communication, coordination, and governance. These objectives were gradually fleshed out in thematic workshops, where stakeholders jointly identified, refined and prioritised concrete measures. The final conference not only offered space to reflect on achievements and future perspectives but also featured a special highlight: the presentation and testing of the serious game “Klima ROBUST 2.0 – Case Study Flood”, developed in cooperation with HAW Hamburg. The game makes complex flood-related crisis scenarios tangible and fosters collaboration in a playful yet impactful way.
