BUMP - Boosting Urban Mobility Plans

The project BUMP (Boosting Urban Mobility Plans) under the EU program “Intelligent Energy Europe” provided city planners, environmental and technical officers in local authorities with the knowledge and skills to plan and manage sustainable mobility in European urban and peri-urban areas (cities from 40,000 to 350,000 inhabitants). The project’s main approach was the promotion and the support of sustainable mobility concepts at local level in a city and transport development integrating perspective.

Therefore coaching and training formats, based on a practical planning and development model (BUMP model) and its implementation at national context of the nine participating EU countries, were developed and improved to support and qualify methodological and conceptual skills of local actors in the city and transport planning. This process of gradual learning , planning and information aimed at involving representatives from up to 90 cities in Bulgaria, Great Britain, Italy, Poland, Romania, Spain, Czech Republic, Hungary and Germany to develop sustainable urban mobility concepts over a term of three years.

Under the overall coordination of the Italian research and technology institution AREA (Trieste), the Institute for Spatial Planning (IRPUD) was responsible for the development of the basic BUMP model, its coordination with the other project partners and the support of the German practice partners. The core work comprised the evaluation and treatment of existing guidelines, planning assistance and tools (esp. the ELTIS and CIVITAS platforms) as training material and quality indicators for city and transport planning concept work. Supported by the assessment of focus groups of the participating EU countries, a national adaptable and municipal practical development package (BUMP Supporting Package) was developed and transferred to training co-ordinators. It provides a reference framework for training courses, planning and transfer workshops for 180 participants from local planning authorities.

Between September and November 2014 four BUMP events in Trieste (Italy), Sofia (Bulgaria), Szentendre (Hungary) and Dortmund (Germany) focusing on sustainable mobility served for international exchange. Each event lasted two days with a workshop on the first and a conference on the second day. With the event "Innovative approaches for strengthening bike use, public transport and energy-efficient mobility" on 19th and 20th November 2014 in Dortmund, the IRPUD ended its activities in the BUMP project.
