Project duration: 01/2015 to 12/2016

WIND RISK is a project within the framework programme of the European Commission. The main goal is to assess wind related risks both locally and cross-country and investigate the possible impact of climate change on frequency and speed of wind. The assessment concentrates on five action fields: population, infrastructure, transport, buildings and forest management. Universities and municipalities from Slovenia, Croatia and Germany cooperate in WIND RISK. In order to address the issues of climate change adaptation and natural disaster awareness, areas with different significant wind related risks were chosen as case study areas. In each case study area different wind phenomena are analyzed and assessed. Within the project special guidelines for public awareness raising, regulations for transit, improvement of buildings and infrastructure as well as for forest management will be prepared. Also a new high frequency wind measurement system will be used and tested as an alarm system.

The WIND RISK project on the one hand aims at raising awareness and on the other contributes to strengthening local disaster risk management capabilities.

Raising awareness:

• Among the population living in the risk area
• Improved information system
• Promoting participation of people in wind risk management
• Promoting connection between the economic, social and political level in disaster risk management.

Strengthening local disaster risk management capabilities:

• Improved forest management strategy
• Improved traffic control strategy
• Updated wind related building requirements

One key factor for accomplishing the main objectives is the involvement of all stakeholders and all levels in the WIND RISK project, including public and private organizations at local, regional and national level. Coordinating these stakeholders ensures that any information gathered is as relevant as possible and takes local knowledge into account. Existing conceptual and technical know-how is important and each individual contribution to implementation as well. Particularly important is the local community which provides its knowledge of environment, territory and urban structure.

In this regard WIND RISK is based on four basic criteria:

• Sustainability in terms of organization, administration and financing.
• Transparency of decision-making and of the undertaking public and private funds and technical support.
• Efficiency of municipal performance concerning implementation of the planned wind risk management measures.
• Relevance of the project activities for the security of the population and the social and economic development of the concerned areas.
