ZURES II aims to apply the methods – developed in ZURES I - for urban development targeting heat stress resilience to planning processes of the City of Ludwigsburg. By identifying and evaluating climate change and future changes in social vulnerability in the City of Ludwigsburg, it was possible to link the previously juxtaposed concerns of climate-oriented and social urban development in ZURES I. The testing of the future-oriented climate and vulnerability scenarios in the former model cities time showed that the application of the integrative perspective was perceived as rather challenging by practitioners, whereas, the climatic analyses could be directly applied, e.g. in the development of residential land potentials.

Constant dialogue with municipal representatives in Ludwigsburg resulted in the recognition of urban development plans as a key instrument to achieve an integrative perspective – considering the processes of changes in climate and urban society together.

The continuation phase ZURES II (2020-2022) deals with the direct utilization of the future-oriented climate and vulnerability scenarios and their implementation in the planning processes of the City of Ludwigsburg. The urban development plans, associated with informal planning, serve as key instruments. ZURES II therefore accompanies the process of development and continuation of an urban development plan on a citywide level and the development of the district development plans of Inner City and East, selected based on ZURES I findings. This means that the integration and utilization of the new information and scenarios play a central role in examining the current state, the development of objectives, and in concrete measures and fields of action. This, however, requires a tailored advancement of the results of ZURES I.

The primary goal of the continuation phase is thus to strengthen urban resilience and adaptation to heat stress through the integrative planning framework with information on urban society and climate, and to overcome the isolated consideration of social and climatic aspects through transdisciplinary application research.
